Parkland Financial Assistance (PFA) provides financial assistance for healthcare to eligible Dallas County residents. It is not a health insurance program. Parkland Financial Assistance is financial help for medical services received at a Parkland location.
Prior to enrollment in the PFA program, Parkland financial counselors will help you find other programs that you may qualify for first, such as grants or other state and federal healthcare assistance. Applying for the PFA program does not guarantee approval. The PFA program is not a replacement for Medicare B. If you qualify for Medicare B, you will need to apply during open enrollment. If you qualify for coverage through your employer or the Health Insurance Marketplace, you will need to enroll during those open enrollment periods.
Who can apply?
Patients must qualify based on information such as income in relation to Federal Poverty Income Level (FPIL) guidelines and household size. Individuals with an income below 250 percent of FPIL are eligible to apply for assistance. People who qualify for Parkland Financial Assistance cannot be charged more than the amounts generally billed for emergency or other healthcare that is medically necessary.

Member benefits
As a member of PFA, you will be able to receive healthcare services that are medically necessary and are normally provided at any Parkland location. Note that only the costs of Parkland healthcare services are eligible. You will be personally responsible for charges at a healthcare provider that is not Parkland. Services not medically necessary may not be covered by PFA.
Services eligible for financial assistance include hospital care, emergency room visits, preventive care and medically necessary outpatient services:
- Emergency Services
- Women & Infants Services
- Primary Care (COPC)
- Specialty Care (Diabetes, heart disease, cancer, etc.)
- Hospitalizations
- Pharmacy Services
- Radiology & Laboratory
- 24-hour Nurse Line
Parkland Financial Assistance covers all Parkland facilities, including but not limited to hospitals, ambulatory surgery centers, clinics, and all corporate departments/divisions. Providers covered under this policy include Parkland Community Oriented Primary Care Clinic (COPC) and Outpatient Clinic (OPC) locations, Parkland inpatient and outpatient facilities, Parkland-employed physicians and mid-level providers. University of Texas Southwestern Medical Center (UTSW) physicians professional services charges and mid-level providers are not covered under this policy.
How much does it cost?
There is no cost to enroll.
You will be asked for a payment for clinic visits, prescriptions, medical supplies or certain medical procedures. Payments are due at the time you get your healthcare services. To learn more about co-pays and the cost of your healthcare services while enrolled in PFA, please review the

If you have never applied for PFA or it has been more than 6 months since your PFA expired and you would like to see if you qualify, follow these steps to apply. The application is available
